THE LAST decade has witnessed dramatic changes in the regulation of the U.S. transportation sector.  Transport firms enjoy greater freedom in setting prices, entering and leaving markets, and offering new services. Partial deregulation of the airline, bus, railroad, and trucking industries has increased efficiency and saved consumers money. Annual savings from airline deregulation alone may exceed $15 billion.
