IT HAS been more than two decades since Martin Feldstein published his groundbreaking article in this journal I on the need to fund Social Security. A step toward funding was taken when Congress adopted the recommendation of a Social Security Commission in 1983. But it is only now that full funding of Social Security has begun to be seriously considered.
