Reform Work, Not Welfare

WE are not thinking about welfare much these days. With a high and rising rate of unemployment, the key issue is clearly what to do about putting men and women back to work. But the welfare issue is always lurking in the wings, and while we await the next bout of reform, some analysis of how we might go about dealing with the unpleasant reality of our very large population of welfare families is surely in order.
