The controlling problem of the governance of universities in the 1970’s will be the resolution of a crisis in legitimacy, in the definition of authority which justifies any use of power or command. Clearly, in the last two years, there has been an enormous erosion of authority. The cry of the angry student has been, “By what right-- who gave you the right—to say so?”
