AS the media reports it, President George W. Bush’s faith-based initiative is all about passing federal legislation to steer federal money to church-related charities and away from secular organizations.  This, were it actually the case, would be a pernicious idea that would fully justify the opposition on Capitol Hill that has tripped up virtually all faith-based proposals to date. The media coverage is grossly misleading, however. Bush has been seeking equal opportunity for faith-based programs to gain federal support, not funding exclusively for them. And although there has been little legislative action, that has not stopped progress, for many of the needed reforms can be made within current law.
