IN 1989, the London Sunday Times asked me to explore whether England was developing an American-style underclass. I reported then that England seemed to be replaying the American scenario but with some imponderables that were peculiarly English.* In the fall of 1993, the Times brought me back to England to see how things had changed. The following is an expansion of the articles published subsequently there.
