DURING the past decade, the federal government has made many new attempts to aid in solution of the country’s major problems. Great hopes and high ideals underlay these attempts. For the most part, the motives of those who championed new programs were good, and the people supporting these programs were truly representative of a national will to do something about many of the larger problems that plague our times.
