OVER THE PAST two decades, Western nations have been increasingly vexed by international migration. Immigration issues now have permeated deeply into the domestic politics of France, West Germany, and Great Britain, and in recent years all of these countries have undertaken major reforms in their policies regarding immigration and refugee admissions.
