With the introduction of the Planning-Programming-Budgeting System in all Federal agencies, some people now imagine that “cost-benefiters,” using computers, are taking over decision-making in the Federal government. They assume that weapons decisions were made solely on that basis in the Pentagon and that this “new breed” is moving in to take over the civilian agencies as well.
