Planning for Subsidies

THE increasing financial needs of higher education are a direct response to the demands from students to attend college, the nations needs for research, and the requests from the public for additional services to be rendered by colleges and universities. These pressures will continue to increase during the foreseeable future. The federal government is the only realistic source of the large additional funds that will be required.

 

If this premise is accepted, the issue becomes one of ways in which to achieve this result. The four that I shall discuss are not necessarily mutually exclusive, but certain of them are more in the social interest than are others.
