We were informed by the late T. S. Eliot that, “Between the idea/ And the reality/ Between the motion/ And the act/ Falls the shadow.” It is not too much to say that the principal business of government, at least in the Executive Branch, is to grapple with the shadow– to make it possible for action to follow thought in orderly sequence.
