THE SPECTRE OF CANCER haunts our imagination. Nowhere is this obsession more evident than in the debate over what to do with abandoned hazardous waste dumps.  Many of these sites have been found to contain chemicals identified as carcinogens and the battle to clean them up has become, in the public mind, a vital part of the war on cancer.
