Campaign financing: the dilemmas of reform
As the impact of the “McGovern rules” on the composition and course of the 1972 Democratic convention so dramatically revealed, changes in political procedures can very easily produce changes in political results. This is a vitally important lesson to keep in mind when approaching the immensely complex issue of campaign financing reform. Unfortunately, however, it is a lesson all too easily ignored in the current post-Watergate climate.
