Autonomy with Accountability
THE problem of federal assistance to higher education is inescapable. The developing “squeeze between rising costs and more slowly rising revenues, peculiarly acute for the so-called private institutions but serious in various ways for universities usually classified as “publie,” makes such assistance a necessity. Whatever may be accomplished by better management (and unquestionably significant improvements can be made beth in the allocation of resources and in the handling of endowment resources ), the “squeeze” will persist and probably -,viiibecome more severe. If the system of higher education is to continue to be strong enough to make its necessary contribution to the society, a broad program of federal assistance is going to be necessary.
